Clinton says she doesn't see "getting back into politics"

WASHINGTON (Reuters) - Outgoing U.S. Secretary of State Hillary Clinton on Tuesday cast doubt on speculation she might run for the White House in 2016.

In an interview taped for National Public Radio, Clinton was asked what questions she needs to answer for herself as she decides whether to run for president.

"I'm not even posing those questions. I am really looking forward to stepping off the fast track that I've been on. I've been out of politics as Secretary of State. I don't see myself getting back into politics," she said, according to an excerpt of the interview.

Whether this is her last word on the subject is unknown. She will face strong pressure from Democrats to join the field of contenders. Clinton will step down this week, following Senate confirmation Tuesday of Massachusetts Democratic Senator John Kerry as her successor.

Those close to Clinton are eager for her to announce a 2016 run, so much so that a group has already formed a new super PAC and registered with the Federal Election Commission on Friday, called "Ready for Hillary."

In 2008, she lost to President Barack Obama in a bitter Democratic primary campaign to be the party nominee for the White House.

Although Clinton, 65, did not categorically rule out another presidential run, in a separate NBC interview she said that she was healthy enough to wage a campaign.

"I have no doubt that I am healthy enough and my stamina is great enough and I'll be fully recovered to do whatever I choose to do," Clinton told "Andrea Mitchell Reports" in an interview that aired on Tuesday.

Clinton was hospitalized in December after doctors found a blood clot stemming from a concussion she suffered previously.

She intends to do more public speaking and writing, and work alongside her husband, former President Bill Clinton, and daughter Chelsea on "mutual foundation interests," she said in the NPR interview.

"I want to be involved in philanthropy, advocacy, working on issues - like women and girls - that I care deeply about," Clinton said.

Purdue goes different way with legal leanings | WLFI - West ...

WEST LAFAYETTE, Ind. (WLFI) - Purdue is making a change to its legal area and switching to an in-house counsel, who has ties to Mitch Daniels.

Although it's a first for Purdue, Purdue is the last school in the Big Ten to hire an in-house legal counsel.

"It'll be helpful to have a single point of contact and not just for me, but for the campus. Purdue was the only school in the Big Ten operating as it was," Purdue University President, Mitch Daniels.

The University previously used the firm Stuart & Branigin, which provided legal counsel to Purdue for more than 130 years.

Steven Schultz will now serve as legal adviser. Schultz was former Gov. Mitch Daniels' chief legal counsel.

Daniels said Schultz will advise him and the Board of Trustees on legal issues. Daniels said he suggested hiring Schultz.

"We want everybody around here, looking for ways to economize and that's one possibility. And once again, I want somebody looking at the whole array of rules and policies that we have here to make sure that they're all necessary, that they're clear," Daniels explained.

Meanwhile Stuart & Branigin also showed its support for the new plan.

?This change has been under discussion for a long time,? Stuart & Branigin partner Thomas Parent said. ?We have been actively engaged with Purdue?s Board of Trustees in evaluating various models for the provision of legal services to the University.?

A native of Indianapolis, Schultz got his bachelor's degree from Butler University and law degrees from Yale Law School and the University of Cambridge.

He has worked as an attorney with two law firms and as chief legal counsel to Daniels when he was governor.

Schultz also has served as general counsel for Irwin Financial Corp. and as executive director of the Louisville and Southern Indiana Bridges Authority.

He currently is vice president and general counsel of Southeastern Indiana Health Organization and is concluding an engagement as special adviser to the state of Indiana on the Ohio River Bridges Project.

?Mr. Schultz is a highly respected attorney who has been a trusted adviser to President Daniels,? Parent said. ?We look forward to continuing our long and productive relationship with them and with the trustees.?

President of Purdue Student Government Joe Rust hopes the new legal counsel will also help students and student organizations.

"Contracting guest speakers, contracting musicians and musical groups. There's a lot that goes into, not outside of just individual students, but also includes student organizations because that's a big part of? the experience that a lot of people have here on campus," Rust said.

Rust said Purdue Student Government has already been trying for years to get a contracted attorney to help students with legal advice. He said he plans to speak with Daniels to see if the new legal counsel will be able to aid students and student organizations as well as administrators.

Steven Schultz will take over as the university's legal counsel this Friday. Stuart and Branigan will continue to handle a portion of Purdue's outside legal work.

After early success, Yahoo's Mayer faces rising bar

SAN FRANCISCO (Reuters) - Six months into her tenure, Yahoo Inc Chief Executive Marissa Mayer has arrested the decline of the Internet portal and has won favor on Wall Street with stock buybacks, but a longer-term turnaround remains uncertain.

Her promise on Tuesday of a modest revenue uptick in the coming year paled in comparison with the growth of its Internet peers. And Yahoo shares, which have gained roughly 30 percent since Mayer took the reins in July, fell nearly 3 percent to $19.77 on Tuesday.

"All in all it seems like they're off of life support," said Michael Binger, a senior portfolio manager at Gradient Investments. But "I still see it as kind of a second tier-search company, a good display company. I still struggle to see the new avenues of growth."

Mayer, 37, who was Google Inc's first female engineer, warned investors on Monday that fixing Yahoo was a long-term project. She outlined a plan to overhaul a dozen of Yahoo's top websites, with the goal of enticing users to spend more time on them and consequently boosting ad revenue through a "chain reaction" of growth.

For investors already satisfied with the stock's recent gains, waiting for Mayer's chain reaction may not be worth the time and risk.

"You can get to $20 with just share purchasing and selling Alibaba stake, basic execution and keeping costs low. Now to drive it further, you've got to fix the properties," said BGC Financial analyst Colin Gillis.

"The road gets a little harder," said Gillis.

The fact that Yahoo is competing against such dominant Web companies as Google, the world's No. 1 search engine, and social networking giant Facebook Inc, makes the challenge all the more daunting.

The product-focused strategy draws on Mayer's strengths in designing some of the most popular online services at her former employer, including Gmail and Google's famously sparse search engine homepage.

She is widely admired in Silicon Valley for her Web product savvy, though some analysts and investors have cautioned that she has never before led an entire company as CEO.

So far, Mayer has earned high marks in her debut as CEO, with analysts and investors pointing to early accomplishments such as recruiting high-profile executives and boosting morale.

"She comes from a culture that has motivated people to be innovators," said Michael Yoshikami, CEO of Destination Wealth Management, which does not own Yahoo shares.

He said Mayer's "street credibility" should buy her more time with Wall Street as she strives to turn Yahoo around.

"When a new CEO comes in, they have one or two quarters before they have to start showing something. I think she's going to have a year-and-a-half, maybe even two years," said Yoshikami.

Roughly 700 million users still visit a Yahoo website every month - putting it in the top ranks globally. But the amount of activity people engage in on many Yahoo sites, such as its email service, is steadily declining and its smartphone offerings are deemed lackluster.

By contrast, Facebook has created one of the most popular smartphone apps.

Mayer has said her top priority is to create a coherent mobile strategy for Yahoo and that she intends for at least half of the company's technical workforce to be working on mobile products.

The company acquired mobile app developers Stamped and OnTheAir during the quarter, but turning development talent into revenue is the challenge she has yet to address.

Mayer's handpicked finance chief, Ken Goldman, told investors on Monday to expect profit margin pressure in the first half of the year as Yahoo invests in product engineering and marketing to "lay the foundation" for revenue growth in the second half of the year.

And he noted that Yahoo was not through returning capital to shareholders, following the company's $1.5 billion in buybacks in the fourth quarter.

That's been good enough for many investors in Mayer's first six months at Yahoo. The next six months may not be so easy.

"Every area they go into someone is already doing it, probably better," said Binger, of Gradient Investments.

Should More Be Done to Prepare New Teachers?

We've all been inside a classroom, and there's a good chance we've each had at least one teacher who wasn't prepared for the task at hand.

For far too long, according to the National Council on Teacher Quality (NCTQ), this trend has gone unnoticed by policymakers.

In an effort to propel lawmakers into action, the organization put out a report entitled the 2012 State Teacher Policy Yearbook. It grades the country, and each state, on how well it prepares incoming teachers. America was given a D+ on teacher preparedness policies, and zero states were given an A.

Alabama, Florida, Indiana, and Tennessee ranked at the top of the list, each receiving a B-. Alaska, Montana, and Wyoming received failing grades.

The reports points out that only 24 states require a basic skills test when screening applicants. Also, it exposes how shockingly low standards are for elementary school teachers.

While teaching kids to read is perhaps an elementary teacher's biggest responsibility, it isn't treated that way at the policy level. "Only 10 states appropriately assess teacher proficiency in effective reading instruction. And only 11 states adequately test new elementary teachers' knowledge of mathematics."

The problem, according to the report, is that while many states are focused on identifying effective teachers in the classroom, they are "neglecting opportunities to get it right from the start by setting rigorous standards and high expectations for what teachers should know and should be able to do before they are licensed to become teachers."

Ellen Moir, founder and CEO of New Teacher Center, a nonprofit dedicated to improving student learning by accelerating the effectiveness of new teachers and school leaders, echoes this sentiment. She wrote on TakePart that, "Despite the current focus on making sure all educators are effective, we are not setting up most new teachers to make a difference, and their students pay the price."

Moir calls the first year of teaching a "sink or swim" experience and believes teaching mentors can make a big difference. She writes, "Research shows that when new teachers receive the right support, they are more effective and remain in the profession. What does the right support look like? We call it comprehensive new teacher mentoring and induction. It involves the guidance of successful, experienced teachers who have been trained to mentor new teachers and create relevant, timely opportunities for groups of new teachers to learn together."

The NCTQ report touches on mentorship before teachers even receive their first teaching position. It points out that only three states?Florida, Indiana, and Tennessee?require the educator assigned to mentor a student teacher be proven as an effective teacher. Today, placement is more likely to be "the luck of the draw."

NCTQ president Kate Walsh said in a statement, that she hopes policymakers will use this report as a roadmap "on how to get teacher effectiveness right from the start." They can do this, she says, "by setting higher expectations for what teachers need to know and are able to do before they are licensed to become teachers."

factor in the fight against the Patient Protection and Affordable Care Act, stated that the company found

a ?loophole? which will delay the legislation?s effect on the business. If the Act, known nationally as

ObamaCare, had begun to take effect, the company?s IRS Fines would have already reached and

surpassed $14.3 million dollars.

The fight began when the business publicly refused to follow an objective of the law forcing the

company to pay for abortion inducing drugs via their insurance provisions for their employees. While the

company so far has been able to place a hold on their issue and will as always provide the insurance they

have given, the agenda toward Christians and Christian business owners as a whole can and will still be

affected.

In a Department of Justice brief filed last October regarding the lawsuit involving Hobby Lobby,

many statements declared against the argument against Hobby Lobby will in turn not only affect other

Christian companies, but show the battle that they will have on their hands if they attempt such an action

as Hobby Lobby has. For one, the Department declared the company (and in turn any company) neither

requires nor receives the protection to freely exercise religion as individuals do. This is the heading

barrier between the mandate and Hobby Lobby; despite the fact that a company is compiled of protected

individuals. This agenda means that companies, despite what they contain, are not treated like citizens but

entities lacking liberty.

The brief also states that any ?burden? that is caused by the mandate is ?too attenuated to qualify

as a ?substantial burden.?" This statement literally and preemptively tosses out any prospective issue a

company holds against the Act. This cuts the opportunity to debate and question (as Hobby Lobby is

doing now) before any company has a chance to gain strength against the law.

In fact, the brief adds a more ?constitutional? perspective when it attempts to evade the obvious

involvement of The Free Exercise Clause in this fight. It says, ?The Free Exercise Clause does not

prohibit a law that is neutral and generally applicable even if the law prescribes conduct that an

individual?s religion proscribes.? This states that despite the Catholic Church being the largest religious

body in the nation, the contraceptive mandate, which the Hobby Lobby is fighting against, is ?neutral?

and therefore requires no debate but full allowance. This not only attempts to put another nail in the

coffin of any argument against the legislation but also forcefully infringes on the church?s largest belief:

Life begins at Conception.

Although Hobby Lobby is safe now due to a loophole, the bottom line is simple. The mandate

will not stop negatively affecting businesses until it is completely removed from the books or revised.

Stocks approaching 2007 record highs

NEW YORK?- U.S. stocks have been on a tear in January, moving major indexes within striking distance of all-time highs. The bearish case is a difficult one to make right now.

Earnings have exceeded expectations, the housing and labor markets have strengthened, lawmakers in Washington no longer seem to be the roadblock that they were for most of 2012, and money has returned to stock funds again.

The Standard & Poor's 500 Index has gained 5 percent this year - climbing to the spot where Wall Street strategists expected it to be by mid-year. The Dow Jones industrial average is less than 3 percent away from all-time highs reached in October 2007.

"Once we break above a resistance level at 1,510, we dramatically increase the probability that we break the highs of 2007," said Walter Zimmermann, technical analyst at United-ICAP, in Jersey City, N.J. "That may be the start of a rise that could take equities near 1,800 within the next few years."

The most recent Reuters poll of Wall Street strategists estimated the benchmark index would rise to 1,550 by year-end, a target that is less than 4 percent away from current levels. That would put the S&P 500 a stone's throw from the index's all-time intraday high of 1,576.09 reached on Oct. 11, 2007.

The new year has brought a sharp increase in flows into U.S. equity mutual funds, and that has helped stocks rack up four straight weeks of gains, with strength in big- and small-caps alike.

That's not to say there aren't concerns. Economic growth has been steady, but not as strong as many had hoped. The household unemployment rate remains high at 7.8 percent. And more than 75 percent of the stocks in the S&P 500 are above their 26-week highs, suggesting the buying has come too far, too fast.

All 10 S&P 500 industry sectors are higher in 2013, in part because of new money flowing into equity funds. Investors in U.S.-based funds committed $3.66 billion to stock mutual funds in the latest week, the third straight week of big gains for the funds, data from Thomson Reuters' Lipper service showed on Thursday.

Energy shares led the way with a gain of 6.6 percent, followed by industrials, up 6.3 percent. Telecom, a defensive play that underperforms in periods of growth, is the weakest sector - up 0.1 percent for the year.

More than 250 stocks hit new highs on Friday alone on the New York Stock Exchange. The Dow Jones Transportation Average recently climbed to an all-time high, with stocks in this sector and other economic bellwethers posting strong gains almost daily.

"If you peel back the onion a little bit, you start to look at companies like Precision Castparts, Honeywell , 3M Co and Illinois Tool Works - these are big, broad-based industrial companies in the U.S. and they are all hitting new highs, and doing very well. That is the real story," said Mike Binger, portfolio manager at Gradient Investments, in Shoreview, Minn.

The gains have run across asset sizes as well. The S&P small-cap index has jumped 6.1 percent and the S&P mid-cap index has shot up 6.8 percent so far this year.

Exchange-traded funds have seen year-to-date inflows of $15.6 billion, with fairly even flows across the small-, mid- and large-cap categories, according to Nicholas Colas, chief market strategist at the ConvergEx Group, in New York.

"Investors aren't really differentiating among asset sizes. They just want broad equity exposure," Colas said.

The market has shown resilience to weak news. On Thursday, the S&P 500 held steady despite a 12 percent slide in shares of Apple after the iPhone and iPad maker's results. The tech giant is heavily weighted in both the S&P 500 and Nasdaq 100 and in the past, its drop has suffocated stocks' broader gains.

In the last few days, the ratio of stocks hitting new highs versus those hitting new lows on a daily basis has started to diminish - a potential sign that the rally is narrowing to fewer names - and could be running out of gas.

Investors have also cited sentiment surveys that indicate high levels of bullishness among newsletter writers, a contrarian indicator, and momentum indicators are starting to also suggest the rally has perhaps come too far.

The market's resilience could be tested next week with the release of the January non-farm payrolls report. About 155,000 jobs are seen being added in the month and the unemployment rate is expected to hold steady at 7.8 percent.

"Staying over 1,500 sends up a flag of profit taking," said Jerry Harris, president of asset management at Sterne Agee, in Birmingham, Ala. "Since recent jobless claims have made us optimistic on payrolls, if that doesn't come through, it will be a real risk to the rally."

A number of marquee names will report earnings next week, including bellwether companies such as Caterpillar Inc, Amazon.com Inc, Ford Motor Co and Pfizer Inc .

On a historic basis, valuations remain relatively low - the S&P 500's current price-to-earnings ratio sits at 15.66, which is just a tad above the historic level of 15.

"Our Weapon Is The Truth": K12 Inc. Sued Over For-Profit Education ...


Dozens of former employees claim that?K12 Inc,?a for-profit education company, used dubious and sometimes fraudulent tactics to mask astronomical rates of student turnover in its national network of cyber charter schools.

K12 manages Agora, the second largest cyber charter in Pennsylvania. The company is also involved in pending applications to open two new cybers in the state. The Pennsylvania Department of Education is expected to decide on the proposals later this month.

The former employees allege that K12-managed schools aggressively recruited children who were ill-suited for the company?s model of online education. They say the schools then manipulated enrollment, attendance and performance data to maximize tax-subsidized per-pupil funding.

These claims by anonymous ?confidential witnesses? are spelled out in court documents filed last June as part of a class-action lawsuit by the company?s investors.

ALLEGATIONS TOUCH UPON AGORA

Many of the allegations come from people who worked for the Agora Cyber Charter School, based in Wayne, Pa. With more than 8,000 students, Agora enrolls roughly a quarter of the 32,000 Pennsylvania students that have opted to attend cybers, which are independently managed schools providing mostly online instruction.

The class action suit against K12, Inc. and its executives was filed last January, shortly after a critical article about the company appeared in the New York Times. The investors allege that the company committed securities fraud when senior officials, including CEO Ronald J. Packard, ?concealed from the market? information about high rates of student withdrawal and poor academic performance.

Syrian troops fight rebels in Damascus suburb

BEIRUT (AP) ? Syrian troops raided an opposition stronghold near the capital on Saturday, killing rebels and uncovering tunnels they used to move around and smuggle weapons, the state-run news agency said.

SANA said three tunnels were discovered after clashes in Daraya, just south of the capital, Damascus. Syrian troops have been trying to capture Daraya for weeks, but have faced strong resistance from hundreds of rebels trying to overthrow President Bashar Assad.

The rebels have used Damascus suburbs to stage attacks on nearby government facilities.

The conflict in Syria began nearly two years ago after a peaceful uprising against Assad turned violent. The unrest was inspired by the Arab Spring wave of revolutions that toppled leaders in Tunisia, Egypt, Libya and Yemen.

More than 60,000 have been killed since the fighting began in March 2011, according to the U.N. Since then, the Syrian opposition has taken control of wide swathes of territory, mostly in the north near Syria's border with Turkey.

The Britain-based Syrian Observatory for Human Rights reported an air raid Saturday on the northern town of Al-Bab, which killed at least four people and wounded others.

Amateur video posted online showed about a dozen wounded men and women and at least two boys and a girl being treated at a hospital. "Oh God help us. They are children," a man could be heard saying as a doctor cut the clothes of a boy to expose his wound.

The Observatory and another activist group, the Local Coordination Committees, also reported shelling and air raids in other Damascus suburbs, including Shebaa and Aqraba near the international airport. The LCC also said rebels fired several rockets from Daraya toward Assad's People's Palace on Qasioun Mountain, overlooking the capital.

It released a video showing a masked man firing at least one small rocket from the roof of a building near the palace. Syrian officials have previously denied claims by rebels that rockets have targeted the palace ? one of three mansions Assad uses in the capital.

The videos appeared genuine and correspond to reporting done by The Associated Press.

Daraya is flanked by districts that are home to a military air base, the government headquarters, the intelligence agency's head office and the Interior Ministry.

The Observatory said troops bombarded southern neighborhoods of the capital and have witnessed anti-government activities for months. It said a rebel was killed in Damascus during clashes with pro-regime gunmen in the neighborhood of Tishrin.

The activist groups also reported heavy clashes in the central city of Homs and the nearby town of Qusair, which is close to the border with Lebanon, and near a prison in the northwestern city of Idlib.

Dung beetles guided by Milky Way

They may be down in the dirt but it seems dung beetles also have their eyes on the stars.

Scientists have shown how the insects will use the Milky Way to orientate themselves as they roll their balls of muck along the ground.

Humans, birds and seals are all known to navigate by the stars. But this could be the first example of an insect doing so.

The study by Marie Dacke is reported in the journal Current Biology.

"The dung beetles are not necessarily rolling with the Milky Way or 90 degrees to it; they can go at any angle to this band of light in the sky. They use it as a reference," the Lund University, Sweden, researcher told BBC News.

Dung beetles like to run in straight lines. When they find a pile of droppings, they shape a small ball and start pushing it away to a safe distance where they can eat it, usually underground.

Getting a good bearing is important because unless the insect rolls a direct course, it risks turning back towards the dung pile where another beetle will almost certainly try to steal its prized ball.

Dr Dacke had previously shown that dung beetles were able to keep a straight line by taking cues from the Sun, the Moon, and even the pattern of polarised light formed around these light sources.

But it was the animals' capacity to maintain course even on clear Moonless nights that intrigued the researcher.

So the native South African took the insects into the Johannesburg planetarium where she could control the type of star fields a beetle might see overhead.

Importantly, she put the beetles in a container with blackened walls to be sure the animals were not using information from landmarks on the horizon, which in the wild might be trees, for example.

The beetles performed best when confronted with a perfect starry sky projected on to the planetarium dome, but coped just as well when shown only the diffuse bar of light that is the plane of our Milky Way Galaxy.

Dr Dacke thinks it is the bar more than the points of light that is important.

"These beetles have compound eyes," she told the BBC. "It's known that crabs, which also have compound eyes, can see a few of the brightest stars in the sky. Maybe the beetles can do this as well, but we don't know that yet; it's something we're looking at. However, when we show them just the bright stars in the sky, they get lost. So it's not them that the beetles are using to orientate themselves."

And indeed, in the field, Dr Dacke has seen beetles run in to trouble when the Milky Way briefly lies flat on the horizon at particular times of the year.

The question is how many other animals might use similar night-time navigation.

It has been suggested some frogs and even spiders are using stars for orientation. The Lund researcher is sure there will be many more creatures out there doing it; scientists just need to go look.

"I think night-flying moths and night-flying locusts could benefit from using a star compass similar to the one that the dung beetles are using," she said.

But for the time being, Dr Dacke is concentrating on the dung beetle. She is investigating the strange dance the creature does on top of its ball of muck. The hypothesis is that this behaviour marks the moment the beetle takes its bearings.

Mr. Kerry replied that he would ensure that ?appropriate decisions? are made on the controversial 1,700-mile pipeline, which would carry oil from Canada?s tar sands to refineries on the Gulf Coast. He did not tip his hand on his position, but added that he would ensure that the State Department has carried out its analysis of the pipeline?s environmental impacts properly.

A department spokeswoman indicated this week that a decision on whether the project will go forward would not be announced before April.

On another environmental front, Mr. Kerry told the panel that climate change was a ?life-threatening issue? and that the United States would risk being left behind economically if it did invest in clean sources of energy.

(AP) ? Syrian warplanes bombed rebel-held areas near Damascus on Thursday as President Bashar Assad's troops battled opposition fighters for control of a strategic road that links the capital with the main airport.

The fighting around Damascus was part of the government offensive to dislodge rebels from towns and villages ringing the Syrian capital ? areas that have been opposition strongholds since the uprising against Assad's rule began nearly two years ago.

The Britain-based Syrian Observatory for Human Rights said fighter jets carried out eight airstrikes on Daraya, a strategic suburb close to a key military air base southwest of Damascus. The group, which relies on reports from activists on the ground, also said heavy fighting was reported near Damascus International Airport and that the regime was shelling the town of Aqraba along the airport road.

There were no immediate reports of casualties.

According to the United Nations, more than 60,000 people have been killed in the Syrian conflict, which began when opposition supporters took up arms to fight a brutal government crackdown on dissent.

Because of its strategic location near a military base, Syrian troops have been pounding rebel positions in Daraya for weeks. Earlier this month, the government claimed its troops had regained control over much of the district from where the rebels have been threatening Damascus, the seat of Assad's power.

Activists posted a video of the Daraya fighting online that shows artillery shells slamming into concrete buildings, sending plumes of thick, white and gray smoke into the sky.

Daraya is flanked by the key districts of Mazzeh, which is home to the military air, and Kfar Sousseh, where the government headquarters, the General Security intelligence agency's head office and the Interior Ministry are located.

State-run news agency SANA said troops have been battling rebels in the oil-rich province of al-Hasaka in the country's northeast, killing and wounding several "terrorists" ? the term the government and state media use to refer to rebels.

Also in the north, SANA said terrorists shot and killed a math teacher, Nabih Jamil al-Saad, on Wednesday near his home in the town of Hmaida in Raqqa province. A day earlier, rebels killed Mamdouh Abudllah Bin Abd Dibeh, a cardiologist, in front of his clinic in Sheik Mheddin area of Damascus, SANA said.

It was not clear if either the teacher or the doctor had ties to the regime. Rebels have targeted government officials, civil workers and prominent personalities, such as actors, who are known Assad supporters.

In a separate report, SANA said many residents of the central town of Salamiya in Hama province took part in a funeral procession for those killed in a car bomb explosion at a headquarters of a pro-government militia late Monday. The Observatory said earlier that at least 42 people were killed in the car bombing, but SANA did not say how many died.

In photographs published by the official news wire, dozens of men are seen standing in front of 11 caskets, wrapped into Syrian flags. Another photograph by SANA shows hundreds of men rallying at what the official news wire said was a funeral procession at Salamiya's al-Huriyeh square.

Also on Thursday, in what Syrian state TV said was a live broadcast, Assad was seen sitting cross-legged on the floor of the al-Afram mosque in Damascus during prayers marking Prophet's Muhammad's birthday.

Pakistan admits to holding 700 militants without charge

ISLAMABAD (Reuters) - Pakistan is holding 700 suspected Islamist militants without charge under a law that has come under fire from human rights groups, its attorney general said on Thursday.

The admission marked the first time that the strategic U.S. ally detailed how many militants it is holding in the tribal areas of the northwest under the Actions in Aid of Civil Power Regulations law.

"There is a military operation in Waziristan. Under the law we cannot try these 700 people, nor can we release them, unless the operation is over," Attorney General Irfan Qadir told the Supreme Court, referring to a tribal area near the Afghan border.

In December, Amnesty International condemned the law, saying it "provided a framework for widespread human rights violations to occur with impunity".

"Many of the men held by the Armed Forces are subjected to enforced disappearance, tortured or otherwise ill-treated while in custody," said the report.

Pakistan's military has denied allegations of abuses.

Pakistan's Taliban, which is close to al Qaeda, is waging a violent campaign to topple the government and impose its radical interpretation of Islam. It has carried out suicide bombings and assaults which have killed both civilians and security forces.

Pakistani intelligence services and security forces have come under closer scrutiny by the Supreme Court, which has challenged intelligence agencies and ordered investigations into missing persons.

The Supreme Court is currently hearing a case of seven suspected militants held without charge since May 2010.

Pakistan's intelligence agency produced the men in court last February on judicial order. Several were in terrible physical condition and could barely walk.

The Supreme Court is calling for their release and has asked intelligence agencies to explain why the men are being held.

Women who rode into Iraq during the 2003 Coalition invasion or who withstood on-base mortar attacks that killed other U.S. troops raucously cheered news of the impending lift of the female-combat ban, shouting the same three spirited words.

?It?s about time!? said Laura Cannon, a 2001 West Point graduate who rolled into Iraq with the Army?s 3rd?Infantry Division, spending seven months there. ?Women have been on the ?front lines,? per se, for years. Now they're getting credit and authorization that is long overdue.?The landscape of combat has changed so much that front lines are ambiguous, and frankly, what I believe to be an obsolete concept.?

?Yes!? added Julie Weckerlein, a Air Force veteran who served in Afghanistan and Iraq. In 2007, she sought cover and was not far from Army Sgt. Trista Morietti, 27, who was killed when mortars exploded on their base in Nasir Lafitah, Iraq. ?There is definitely a sense of ?it's about time.'


?This decision means the military is finally removing that useless ?attached, but not assigned? verbiage that meant absolutely nothing on the field, with the boots on the ground,? she added. Weckerlein worked as an Air Force combat correspondent, traveling throughout Iraq and Afghanistan, documenting the missions of Air Force joint terminal air controllers and Army infantry soldiers at remote provincial reconstruction team locations and at forward operating bases. In other words, she shadowed military men who were doing ?male only? jobs.

Women now compose about 15 percent of the U.S. armed forces.?

Placing American women in combat is ?a great idea,? especially because "my gosh, women have served in the military since World War I," said Terri Kaas, an Air Force veteran who spent time in Bahrain and Germany.

?Women in the military should be able to do the same jobs as men, whatever the mission is. Though the military has desegregated, women are still treated differently,? in part because they have been held back from combat, Kaas said.

?I know, you still hear: 'It?s a man?s military.' But we are all service members,? she added. ?Look at the Marine Corps ? they have equal standards of fitness for both genders. If the men can?t respect women for the job they?re doing maybe these men shouldn?t be in the military.?

In fact, argued Cannon,?the policy and political path is now clear for Secretary of Defense Leon Panetta to eliminate ?gender-based restrictions on military jobs and career paths altogether.?

?I think every branch should have its own set of criteria and physical requirements, instead of the basic, existing standards that say: men need to do this and women need to do that,? Cannon added.

?Pilots in the aviation branch certainly don't need to physically perform to the same levels as that of infantrymen.?So have new standards applicable to every job.?Then, if a woman can achieve all of the requirements necessary to enter the infantry ? by all means ? let her!?

Cremation is hottest trend in the funeral industry

OK, forgive me. I know that headline was sort of cheesy. But when you've spent the past few months working on a documentary on the business of death, you go for the cheap laugh whenever you can.?

I've been to casket-manufacturing companies, funeral homes, mortuary science schools and the annual convention of the National Funeral Directors Association. You don't know fun until you've partied with 6,000 funeral professionals.?

They were a sliver of the more than 130,000 people who work in what's come to be known as the "death care industry" ? a $17- billion-a-year business in America. And what's the fastest growing part of it? Cremation.?

Every year in America, 2.5 million people die. In 2011, the last year for which numbers are available, 42 percent were cremated, according to the funeral directors association. That's double the rate of just 15 years ago. In some states, largely in the West, the cremation rate tops 70 percent. In Washington, it's 72 percent; in Nevada, almost 74 percent. (The lowest rate of cremation, in case you need a great pick-up line, is Mississippi's, at 15.7 percent.)

Why Rates are Rising: Religion, Family and Cost
So why the big jump in cremations? There are lots of reasons. One is the softening of the Catholic church's views of the practice. For centuries ? until 1963, in fact ? the church outlawed it. The church's laws still express a preference for burial. But the outright ban is a thing of the past and now, under some circumstances, bishops can permit a funeral mass with cremated remains present.?

Another reason for the rise in cremations is the decline in nuclear families. As more Americans live far from hometowns and parents, and as family burial plots have waned in popularity and accessibility, millions have turned to cremation as a practical and cost-effective way to care for a loved one's remains.?

But the main reason, as you might expect, is cost. Cremation is cheaper than burial. The average cost of a funeral today is about $6,500, including the typical $2,000-or-more cost of a casket. Add a burial vault, and the average jumps to around $7,700. A cremation, by contrast, typically costs a third of those amounts, or less. In a tough economy like the current one, cost counts ? a lot.?

Money Matters, Even in DeathWhat you pay depends in part on where you live and which additional products or services you buy from the funeral home or crematory. Prices tend to be higher in densely populated urban areas. And you will pay more ? in some cases almost as much as a full burial with casket ? if you contract with a funeral home for such ancillary services as hearses, visitations and viewings or memorial services prior to cremation.?

In that case, you will be charged a few hundred dollars for ? yes, I'm serious ? a rental casket with removable liner. In most states, whether you have a viewing or not, you will have to buy a cremation container, usually wood fiber or cardboard, for $100 or so. It is burned with the body.

If you keep it simple, though, the average cost of a cremation, including a basic memorial service, runs about $1,600. If you go for a so-called direct cremation, without a memorial service, the cost can drop well below $1,000. Go online and you can find prices as low as $600 or so.?

In the End: What to Do With the Ashes
Of course, the total cost doesn't stop with the cremation itself. You've got to do something with the 4 to 6 pounds of mostly carbon ash that remain after the body has been incinerated for several hours at 1,600 to 1,800 degrees Fahrenheit. Typically that means buying an urn. Cost: from under $100 to well over $1,000. Was your beloved Uncle Pete a golfer? You can get The Masters Golf Cremation urn online for $218. It won't improve your putting, or his.?

Then there's the cost of interring the cremation urn. You don't have to buy a burial space for the remains. You can keep them in an urn on your mantel. Bad idea if you have cats or ball-throwing small children. Or you can scatter the ashes or have them mixed with concrete and dropped into the ocean to form a memorial reef. One vendor in Florida, Eternal Reefs, charges $3,000 to $7,000 for that. Says owner George Frankel, without a trace of irony: "I think a sea change is what we're seeing" in the funeral business.?

If you decide to place your loved one's urn and ashes in a burial space, vault or columbarium, figure on spending $1,000 or so -- maybe more, depending on how fancy the cemetery or memorial garden is. You may pay extra, too, if you choose to have a niche with a view. But who's counting? Or looking, for that matter?
