Afghans ready to counter insider threat: top US general
Afghan leaders appear ready to take decisive action to curb unprecedented "insider attacks" by Afghan recruits that have killed 40 Western troops this year, the top US military officer said Monday.
"For the first time, I found that my Afghan counterparts are as concerned about the insider attacks as we are," General Martin Dempsey, chairman of the US Joint Chiefs of Staff, said after talks in Kabul.
"In the past, it's been us pushing on them to make sure that they do more," he told AFP and Fox News.
The four-star general met commanders of the NATO-led force and Afghan top brass amid growing concern over a surge in assaults by Afghan security personnel on their international colleagues.
A total of 10 soldiers, mostly Americans, have lost their lives at the hands of their Afghan allies in the past two weeks, and the attacks have caused almost one in every four coalition deaths in the war so far this month.
The 40 deaths so far this year amount to 13 percent of all international coalition fatalities in 2012.
The assaults have confounded the international force, which has touted its partnership with Afghan troops as the key to withdrawing combat troops over the next two years.
President Barack Obama said Monday the US was watching the rise in insider attacks with "deep concern", telling a White House news conference: "Obviously, we have to do more."
NATO and American officers have suggested the Afghan government has failed to come to grips with the problem but Dempsey said he came away "reassured" after discussions with his Afghan counterpart, General Shir Mohammad Karimi.
"I am reassured that the Afghan leaders, military and civilian, understand how important this moment is," Dempsey said.
Taliban insurgents have taken credit for the so-called green-on-blue assaults while NATO officers say an internal review showed only about 10 percent of them were the result of infiltration.
NATO has blamed the incidents on a mixture of cultural differences, personal vendettas and propaganda by Islamist militants.
In the latest incident an Afghan in police uniform killed a NATO soldier in the south on Sunday, shortly before Dempsey arrived, the military said.
The attacks are unprecedented in US military history and they have spawned so much mistrust that foreign troops have been ordered to be armed at all times, even within bases, officers said.
"I think there's no doubt it's a strategic threat," said one senior officer, who spoke on condition of anonymity.
Afghan authorities have adopted more rigorous vetting of recruits and NATO has bolstered counter-intelligence but the measures have failed to stem the problem.
NATO has about 130,000 soldiers fighting an insurgency by Taliban Islamists, but they are due to pull out in 2014 and now work increasingly with the Afghans they are training to take over.
Dempsey, on the first leg of a trip to Afghanistan and Iraq, said the insider violence would not alter the timetable for withdrawal or the coalition's emphasis on cooperating with Afghan recruits.
But the growing number of attacks is likely to add to pressure in NATO nations for an early exit from the increasingly unpopular conflict, now nearly 11 years old and America's longest war.
New Zealand pledged Monday to withdraw from Afghanistan as quickly as possible after three of its troops were killed, albeit in a bomb attack and not by their Afghan colleagues.
The insider attacks are on a scale unknown in recent wars such as those in Vietnam and Iraq, experts say.
Dempsey said the attacks were a new phenomenon for American forces but were not without precedent in Afghanistan, where British troops experienced similar assaults in the 19th century.
To deter the attacks, the coalition force might need to expand its partnership rather than scale back its cooperation with Afghans, he said.
Dempsey said it was possible that "the actual key to this would not be to pull back and isolate ourselves but reach out and embrace them even more."
There have been 32 insider attacks in 2012, killing 40 and wounding 69 coalition troops. For all of 2011, there were 16 attacks, leaving 28 dead and 43 wounded, according to NATO.

Wynonna Judd's husband loses leg after SD crash
RAPID CITY, S.D. (AP) ? Wynonna Judd's husband has lost his leg after a motorcycle crash in South Dakota.
Michael Scott "Cactus" Moser was riding a motorcycle on U.S. Highway 16 in the Black Hills on Saturday when he crossed the center line and hit a car. He was airlifted to a hospital.
A representative for Judd said Monday that Moser's leg was "severed at the scene of the accident" and that doctors have amputated his leg above his knee. Moser has also had surgery on his hand.
Judd is postponing scheduled concerts in Canada as a result. Moser is a resident of Nashville, Tenn., and the drummer in the country singer's band.
The statement says the couple appreciates the "well-wishes from family, friends and fans."

Birth Control For Men Edges Closer
I don't see how my saying that a man should support his child means that I think total absolutes about women getting everything they want with no accountability. I'm honestly trying to find the words to say to this, because I'd said I wasn't going to say anything else (I've raped this topic comments-wise today), so I want to make everything clear in these "final words". Or what I HOPE are final...
Never once have I said anything about women getting everything and men getting nothing, but that doesn't seem to matter; to some men, it seems that anytime someone brings up a disadvantage in the 'Woman's World', they jump up and start pointing fingers, saying "we have it bad, too!" What's funny is that while I have a small feminist side, I see the bullshit that goes on on my side of the court. I could give examples, but I've been too wordy already. Fact is, I try my best to be a reasonable, well-rounded and deep-thinking individual. I can shoot off the mouth and be opinionated, but if no one did that, there wouldn't be anything interesting on the internet.
We DO have a little more responsibility. And in a lot of cases, that's what fucks us up the ass without the benny of a reach-around. We're damned if we do, damned if we don't. If you're a pregnant teenager, some schools will try to bar you from attending but let the baby-daddy (gah, hate using that, but it seems right here, dunno why) roam the halls without repercussion. If we choose to abort when the man doesn't want us to, we're baby-killing bitches. If we choose to keep the baby, we're money-hungry bitches. If we choose to not have sex on the first or second date, we're labelled prudes. If we DO have sex on the first or second date, we're sluts. We do have options, and we DON'T have options, simply because we can be vilified for any one of them. Saying this, I'm not trying to play the tearful, "WOE IS ME, I'M A WOMAN!" card, it is what it is. How do we win? Give the man the decision entirely? Compromise, when it's already too hot to touch? What about the families on both sides, do they have a say? I DO side with women on this issue a little more, yes, because the products of both abortion and pregnancy will stay with her forever. I know the latter well; I had to have a c-section, because my son was born at 11.6 pounds, no lie. I've never recovered from it, even when I joined a gym and went through serious fitness and dieting routines. I'd never take it back, however. All this doesn't mean the man doesn't get a say in what happens, but it IS hard to say how it's finalized, as yes, the woman is the most affected. Sorry... you might not like it as a man, but it's just fact. Sometimes I don't like it either, because I'm a person who wants to be completely impartial, even in things like this. But I always keep coming back to the "who's affected the most by this?" point.
The best solution is what a lot of men (and some women) do not want to hear: this can allllll be avoided in NOT having sex with someone on the first, second or even third date. This goes for both sexes. If Jane and Joe have sex on the first date and Jane gets pregnant, neither one of them can bitch about the decisions being made on either side, whether or not the woman's insisting on it being her way. If Jane got to know Joe, she'd learn he didn't want kids and would want an abortion be done and nothing but. If Joe got to know Jane, he'd learn that she didn't want an abortion, even if it was with some guy she just met. Would this seriously kill anyone? I'm not talking "Wait for marriage," crap, just KNOW the person you're going to sleep with before you sleep with them. Neither side can feign ignorance. And it doesn't even have to be a two-hour lecture on 'Why Joe Doesn't Want Kids: Part VII, Money'... just, "Not without a condom--too young for kids *wink*" or the like.
